I’m trying to download a app it will not let me download with setting up a payment and I have nothing to pay on

If your payment method is declined in the App Store or iTunes Store - Apple Support
Go ahead and contact Apple from the blue link or go to upper right hand corner and click on Get Support and they will be happy to help you.
