iCloud storage full, mainly photos

My iCloud storage is full, most of it is photos but I feel I don’t have that many photos? I don’t want to delete them? What can I do

You can upgrade your storage space if you wish to keep syncing devices through iCloud. Upgrade to iCloud+ - Apple Support

Or, you can elect not to use iCloud.
