You can only use an iCloud Backup to do a full restore of iPad or iOS device or to set up a new device. See: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

If you have data synced with iCloud (e.g., iCloud Photos, iCloud Drive, etc) you can access and download that to a Mac.
