To unlock the iPhone 13 if using Face ID, one would swipe upwards, not down. Control Center can be opened by swiping downwards from the upper right edge of the screen. It will only respond from there while on the home screen, or in apps if you have that switch turned on in Settings.


If you have tried swiping down from the upper right edge from the home screen and it does not respond, then try a Force Restart on the iPhone. Force restart iPhone - Apple Support
