I have my beats plugged in and the white light turns on but then it turns off after a few seconds. Beats will not pop up on my Bluetooth screen. Not for my iPad or my iPhone…

Make sure you are following the steps to put them into discovery/pairing mode. It sounds like you are just turning them on, which will show the white light for a short period of time. The same for Charging.
