Sometimes, Mail is still communicating with one or more remote email servers that may, or may not be responding. Either Mail will eventually quit because the communication has ended normally, or the connection simply times out. If neither occurs within ten minutes of quitting Mail, then the undesirable, but necessary nuclear option (force quit of Mail) is required.
