Purchase history “pending”

How can I pay this off or get rid of the pending ? Do I add money to my account or to my credit card which is being declined , and it will automatically pay it or how exactly can I get it to process

And See this Article ☞ If your payment method is declined in the App Store or iTunes Store - Apple Support
