os 12.3.1 menu bar missing at start up

Since installing 12.3.1, the menu bar does not appear at start up. None of the apps load when I select them from the dock. Basically only starts and functions properly in safe mode. What do I do???

I reset the SMC and this seems to have helped. Will see if the issue reappears. Thanks to anyone who replies!
