iPhone 13 Pro Max Unable to merge calls. Is there a fix?

I am a long time iPhone user and have used "merge calls" feature for years on other apple devices. Recently upgraded to an iPhone 13Mx Pro. I am unable to merge calls. When I get the the Merge Calls icon, it is NOT greyed out, but simply fails to connect both calls?!?

iPhone 13 Pro Max, iOS 15

I did not change network carriers and was able to merge calls on my old phone. should I still contact my carrier?
