I did the iCloud backup on my old iPhone 6 so that I could transfer them to my refurbished iPhone 8 but not all the Apps transferred and I don't know why?

Perhaps some of the apps are no longer available on AppStore.
Check them.

The issue turned out to be that a full reset had to be done on the refurbished phone I purchased. Thank you for your helpful comments.
