Is there a yearly plan for iCloud ?
I’d like to pay my iCloud+ plan on a yearly basis rather than monthly. Is there a discount for paying yearly?

Only by using Apple ID balance to prepay it; click here and see what options are available in your country. It'll be applied first whenever allowed, not just for the subscription.
Unless you get a discount on the gift cards themselves, there won't be one.
