My 2nd nano sim does not recognize by my iPhone

I have hong kong variant iphone? does it mean i can use dual physical sim? but why is it that my 2nd nano sim does not recognize by my phone?

iphone 11 Pro max dual nano I was given iPhone 11 Pro Max with dual nano SIM, which I am using in Indonesia. However, I cannot use both SIM card at the same time. My friend has the same phone & he can use both numbers at the same time (so both are active/callable). Can anyone help?
