If I have iPhone XR and need more storage so can I delete photos and video but keep them in the cloud
If you delete photos on your device that syncs with iCloud, they will also be deleted from iCloud.

iCloud is primarily for synchronizing, if you want to store some pictures and remove them from your device use a service such as Dropbox or sync them to your computer and store them somewhere.
