An iPhone won't power on if the battery has completely failed. However, it could be something more serious such as a fault on the logic board.

I don't know exactly what Apple would find, but they might run a diagnostic through some other means. I know that some "third party" repair shops can power one with a power supply or a sample battery to make sure that it's otherwise working, but then again getting that kind of service could mean that Apple won't repair it in the future.
