Hi
I have an iPhone 7 with iOS 12. I'd like to upgrade it to iOS 13. However when I use the device itself or iTunes the only option I get is the upgrade to iOS 15.4, which is not compatible with iPhone 7.
The latest version of iOS won't install on iPhone 7.
How can I install iOS 13 on my iPhone 7?

You can't. You can only upgrade to the current version of iOS for your device. That is 15.4
There are no issues running iOS 15.4 on an iPhone 7, nor would there be. The iPhone 7 can run the newest OS.
