Change of Apple ID Country

I have an Apple ID which has insufficient credit to purchase anything from the country I used to live in. I want to change to the current country I am in. How do I do that? Thank you.

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't do this, ask the iTunes Store staff to zero it. When done, click here and follow the instructions to change the country.
