I followed your instructions but the icon for iPhoto didn't appear as an option to select. I have the iPhoto icon on my desktop with the can not access symbol on it. How do I get the iPhoto app on the other library menu?

Launch Photos with the Option key held down, click on Other Library, and choose the iPhoto one. The application itself isn't updatable.

It won't. Niel's instructions will convert your iPhoto Library into a Photos library. Photos will not run on any OS past Mojave, you have to switch to Photos.
