Is there a snip tool for taking partial screenshots

To do a screen shot I press the following keys: Command + Shift + 5. That displays a screenshot frame which can easily be dragged to make it larger, smaller or move it. Try it.

I don't know what the snipping tool is, but you can choose whatever size/area rectangle of screen you want by using Command Shift 4 and dragging across that area.
