I lost my iPhone 13 Pro, but I did not turn on Find my iPhone on that product. Is there any way I can do to find it?

No, since the online tools in iCloud communicate with the device via the Find My remote connection. Without Find My on, there is no remote communication with that missing device.

Since it didn’t turn on Find my iPhone, I have no way to mark it as lost.

You will never see it again in fact it is probably already sold on if you did not have Find My (ie Activation Lock) turned on.
