Ask your wireless carrier to blacklist it. Aside from this, all of your options will be available through Apple's Find My service and don't use the IMEI.

Well one other problem I have is I had removed my icloud as I was trying to sell the phone
Since you signed out of iCloud, as Niel posted, ask your wireless carrier to blacklist it.
Thank you all I just blacklisted it one more question will this render the phone useless because I don't want the thief using it
The thief won't be able to make phone calls or use cellular data. If they can get past the passcode, they could use the apps that aren't locked.
