my iphone is activation locked idk who the owner is, what should i do?

Recently I got an iPhone 6, I was excited because it was my first iPhone. but I put my apple id and password and it didn't work because it was activation locked, I have already sent two activation lock support requests and my iPhone is still activation locked.
