Once deleted, messages are erased immediately. If you have a device backup that contains the message, and you do NOT use messages in iCloud, you can erase your device and restore it using the backup (albeit at the expense of anything newer).

Unless you house your messages in iCloud, they are saved on your iPhone backup. Restore that backup to retrieve the messages that were present when the backup was created.

I was just on the phone with Apple support who had me turn on Messages in iCloud. It wasn't previously on. iCloud Backup is also on. I was just testing it to see if I delete messages on my iphone if I can find them in iCloud. I am not finding any messages there. I checked in Account settings too.
Once Messages in iCloud is used, deleted messages are gone.
