You can’t. Unless the iPad has been activated by you, you’ll have no technical means by which to locate or manage the iPad.
Here is Apple’s guidance for a lost or stolen iPad:
If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support
If the device was initially activated from new by anyone other than yourself, the iPad will be “legitimately” associated with the AppleID account of the “owner” who activated the iPad.
I’m intrigued to understand how might have managed to establish that the device, allegedly stolen, has been activated?
