turn off spoken content by going to Settings > accessibility > spoken content - turn off speak selection and speak screen.

You probably swiped down with two fingers from the top of the screen:

lilvictoria ~ Your screenshot should show an "X" in the upper right corner which would remove that panel. Perhaps it doesn't show because you inadvertently turned on the Zoom feature by double-tapping the screen with three fingers:
