I need to recover a video that was deleted and has already been erased from the recently deleted file.

That file has been permanently deleted and is irrecoverable. Any items deleted will automatically be removed after 30 days.

So frustrating! What's the point in the cloud! My daughter deleted it without my knowledge.

FYI: You shouldn't let your daughter into your (iCloud) account.

If you have Family Sharing then you can send her a copy to look at and she can then do what she wants with it.
