My iPhone XR is not turning off manually or letting me open apps.

I can turn my phone on manually just fine but if I try to turn it off, it just doesn't work. I cannot open any of my apps. When I tried to restart my phone, it vibrated which I think was a sign of the 'Power Off' screen, but it didn't show up on the screen. Has anyone else had this issue and fixed it? Please help.
