i can't seem to change which of my payment methods (a debit and a credit card) is set up as my Apple Pay card. i would like to shift my monthly subscriptions over but i don't see any way to do this.

Yep. You can set your default card for use with Apple Pay there.
OR you can open Settings ➡️ Wallet & Apple Pay ➡️ Default Card: Here you can choose and set your default Apple Pay card.
