For iCloud Photos, yes. Content in My Photo Stream doesn't count toward the limit.

iCloud Subscription Hello, everyone! I have a question in a particular scenario when subscribed to a larger iCloud memory. Here it goes: Let's say all of my iPhone memory and free 5gb iCloud are both already consumed. If I subscribe to a larger iCloud memory, will I still be able to save photos in my iPhone? Given that it is setup that everytime I took a photo, it is automatically saved/uploaded to iCloud. Thanks in advance!
