My debit card that is set up on Apple Pay keeps getting declined even though it’s valid etc

If the card is declined means your bank is not accepting the Authorisation hold ( a temporary charge to see if your card is valid and has fund ). You need to speak with your bank.
Also make sure your bank debit card supports Apple Pay.
