why do i keep getting charged 9.99 every 6 days? It doesn't make sense!

It sounds like you signed up for a subscription to some scam app. You will have to unsubscribe to it using this procedure: How to cancel a subscription from Apple - Apple Support. Note that these instructions apply to any subscription purchased through Apple, including from 3rd party apps in the App Store. It isn't just for Apple apps.
If you had made a purchase outside of the App Store, then I'm afraid you are on your own. You would have to contact your credit card company to find out more information.
