The back cannot be replaced on an iPhone 11, as it is the “chassis” for the internal components, so you will have to pay the replacement price→iPhone Repair - Official Apple Support. Look under “other repair pricing”.
Here is where you can view options on Screen Repair & Replacement.
Make an appointment at your local Apple store to have it replaced. Do not use third party repair shops.
