How to find stolen iPhone if Find My is off?

my iphone was stolen buh the has turned it off... how can i get the location since find my iphone isn't working

If Find My is not turned on, you will not be able to locate it.

Yeah the find my iPhone is on buh there’s been no internet connection since so I’m unable to track
