What version of iOS on iPad will allow me to turn off the slide over?

All iOS 15’s won’t allow me to turn off slide over/ multitasking. Can I reinstall an earlier version that allows me to do this and which one should I use?

iPad Air 2, iPadOS 14

Well isn't that sad. I read on my ipad all the time and just one slight touch in the wrong spot and the web pops up. So very annoying.

Is it possible to move it to the left side of the ipad? Probably not, but thought I would ask. Thanks for helping me out.
