Hi! I am setting up a new phone and do not want my photos to transfer over, I saw in another post that I can just de select photo in iCloud , however if I do this, on my new phone if I turn my iCloud photos back on will all the photos appear on the new phone?

If you do not enable the setting, nothing will download from the cloud. If you later enable it, anything in iCloud photos will sync to your device.
