I don't see the same Audio Streaming Quality options in iTunes on Windows that I see in iTunes on my MacBook Pro. Is streaming hi-def/lossless music only possible in iTunes if running it on a Mac (so not on Windows)?

Yes, more specifically you need the Music app in macOS Big Sur or later.
