What is your iPad model?

Did this come on rapidly or has the poor charging been getting worse over time?

Have you tried a different cable and charging brick?

Examine if the port on the iPad has anything blocking in it.

There isn't an included battery health app on iPad that I know of. However, there are options in the App Store if you'd like to choose that route. But if your iPad is an old medal and charging has been degrading over time, this is likely a case of the age of the battery.
