In a recent update, the option to change the resolution of the "Export File" share option is not editable. This used to be editable for getting smaller file size or appropriate resolution from a 4k project.
Is this just the way it is now? Did this feature go away along with YouTube uploads?

Even if you have a Share "Destination" setup as a Master File export, you can still change it temporarily in the Settings pane of the Share dialog. There IS a difference between Mastering/Broadcast and Publishing options. Any of the Publishing options can have the resolution changed.
Once one of the Publishing options has been selected, you will have the option to change resolutions:
Plus, you can change codec formats as well to .m4v or .mp4 depending on the selected publishing option.
The "Master File" Destination, like ALL Destinations, is merely a "Preset"/convenience, if you will.

If you switch export file from Video and Audio to Computer, Apple Devices, or Web Hosting you can lower the export resolution.
That feature has never been in master File or export file. It’s in Apple Devices.
Well, that may be true, but when Export File was Master File it was an option. Not sure what Export File gets me, but it removes a useful option.
