Merge, as in add one to the end of another?

You can achieve this by adding it as a new section. Add sections to a document in Pages for iCloud and that is if you don't want to just cut and paste into the same section.

Pages has no automated document merge, or Mail/Data merge functionality. It is either copy/paste from another document source where you want it positioned in the current Pages document, or you submit feedback to the Pages product team from the Pages application menu for other missing functionality. The Pages product team neither reads nor participates in these public, user-supported communities.

Pages also supports text clippings, so you can select specific text in one Pages document, then click and drag that selection into another Pages document. Although Apple's Preview does not apparently support text clippings, the current version of Adobe Acrobat Reader DC does, and what you see when selected PDF text is dragged over the recipient Pages document is a green +⃝ symbol, before releasing it.
