I had bought an Apple Watch used but I don’t have the Apple ID or password to disconnect it so I can link it to my phone

You are going to have to contact the person you purchased it from and hope they were the original purchaser and can remove Activation Lock. If they cannot or won't, then the Watch is useless to you. Try to get a refund from the person, or recycle it responsibly.
