A warning on my new Mac says "uroinnris.app cannot be opened because the developer cannot be verified." The app cannot be found in my files and when I click on " move to trash" it says could not be moved to trash. and i tried to update my mac but still this pop up won't budge

To delete the app make sure it is not open to some extent since it may have opened but not opened completely.
Is the app in the Dock? If it is then quit or force quit if necessary.
Open Activity Monitor and select CPU and see if you can find the app listed. If found select the app process and click on the X in the center of the menu bar.
