Why don’t you give Face ID with mask on iPhone 11 series.?

I don't know. But the iPhone 11 is able to run more current iOS, which may help.

Shows your phone is supported. iOS likely is your limitation.
Make sure your phone is free of at least 7 GB of space in the settings, before updating the iOS.
Make sure any Mac you sync with it is running a minimum of Mac OS 10.12.4. El Capitan does not support iPhone multifactor authentication.
