iPhone storage is full but iPhone won't upload photos to iCloud

My iphone storage is full. It suggests I upload my photos to icloud to

free up space. I click "enable" and it warns that it will take time, perhaps even overnight. I say "enable" again and nothing happens.

I have plenty of room in icloud. My phone is plugged in and connected to wi-fi. Icloud has only 33 photos -- the ones taken this year and nothing before.

Any thoughts on how to move the photos to icloud to free up space?

Hmm, did you try waiting awhile? It can take a long time. If nothing is happening, try turning the feature off and then back on again:

Keep your photos safely stored and up to date on all of your devices

It would be in thise settings if

you have shown all recommendation's
You actually have something in Recently Deleted

All the photos must be original photos taken by the phone, not sync'd from a computer.

You should not have any antivirus or security apps installed

Make sure you empty the Recently Deleted folder in Settings, general, iphone storage.

Do you still only have the 5GB free icloud? you may have to upgrade for 99c a month.

Settings, tap your Apple ID banner at the top of the screen, iCloud, Manage storage, upgrade storage plan.

I bought a lot of iClud storage and have 144GB unused storage in my icloud account.

I looked in Setting, General, iPhone Storage and don't see where to empty Recently Deleted.

I've also "Offloaded" many apps.
