Go to Apple menu > System Preferences > Apple ID > iCloud (in the Preferences sidebar) and turn off Optimize Mac Storage.
All iCloud Drive files will then always have a local copy on your Mac. They can be accessed via the Finder sidebar or via the Finder "Go" menu > iCloud Drive.
