"Could not complete purchase" Error message even tough I have $50 balance

I Just redeemed a $50 gift card and my account shows the balance. However, when I try to make an in-app purchase I get an error code saying "could not complete purchase"

It seems as though you have a popup message that says: Contact iTunes Support --> http://www.apple.com/support/itunes/ww
