Shared Album Resend Invitation
Is there a reason Resend Invitation would be grey and not functional in Photos > People button?

You can only resend an invitation, if the invited person previously declined the invitation, see: If Shared Albums aren't working - Apple Support
If people you invited, did not receive an inviting and cannot accent it, remove them from the list of subscribers, then add them again, to invite them again.
