Difference between device & icloud storage

I cannot back up my phone as it says My iCloud storage is nearly full. My device storage is saying only 23gb out of 64gb is being used.

what is the difference between the two storage?

why is hardly anything been used on my device?

how do I fix It please.

iCloud storage is space that is being used on Apple’s servers for backups, iCloud photos, syncing files, etc. It has nothing to do with device storage which is the storage capacity on the device. See this for more information.

Basic iCloud storage is 5 GB. If you need more you can increase it to 50GB for 99¢ a month. There are also larger amounts available for higher monthly charges. Go to Settings/[your name]/iCloud - Manage Storage to see how your iCloud storage is being used, and how much is available.
