How to put Apps from library in new categories?

Is there a Way to take apps out of and put them into new categories or rename categories or make this in anyway shape or form the way I want it to be?

Simple answer is a NO. The App Library arranges apps dynamically. It cannot be altered manually.

Unfortunately, that is not possible, however; when you swipe down, the App Library switches to an alphabetical list view. 
