You don't, because you can't. If whoever you bought this watch from doesn't remove the watch from their account or they can't remove the watch from their account, you have purchased a completely useless, you can never use it wrist ornament.
Apple will not help you. We cannot help you. The ONLY person who can help is the person the watch is locked to.
