You sync them with iTunes, or install iCloud for Windows and copy them to iCloud, which will then sync them to all devices sharing that iCloud ID.
There are also many 3rd party options: Dropbox, Box.com, Google Photos, Shutterfly, Amazon Photos, Microsoft OneDrive, LiveDrive briefcase, etc.
