There has been a change with the advent of 5G. As you know, 5G service provides a wider bandwidth and higher speeds allowing more capacity within the spectrum. You can use an iPhone 12/13 with 5G service, AND iOS version 15, to download updates and iCloud backups over a cellular network.
You have an iPhone 8 and it is not capable of 5G service and therefore the above does not apply to your device. At time, you will only be able to backup your iPhone 8 over a Wi-Fi Network.
